Although Harwell doesn't describe it quite this way, it seems to me
that the development of the ecosystem management plan for south
Florida falls naturally into four distinct phases:
- Determining the current status and threats,
- Identifying the biologically achievable management goals,
- Characterizing societal factors that influence the choice of
management goals, and
- Establishing management goals.
